Here’s how the rebate framework operates in practice:

Rebates Target Energy Efficiency

The scheme rewards upgrades that reduce energy demand. A split system air conditioning system is more efficient than older electric heaters or standalone coolers. When you replace older appliances, you cut energy use and emissions.

Eligible Products and Installers

Only approved units qualify for the air conditioner government rebate under the VEU government program. These systems must meet strict energy efficiency standards, and installation must be completed by an accredited provider to ensure compliant and effective split system heating and cooling installation.  

Upfront Savings Applied

You do not usually claim the rebate yourself. Instead, the accredited provider applies the discount directly to your invoice. This reduces the upfront cost, making energy-efficient systems more accessible.

Rebates Depend on System Size and Zone

Rebate amounts vary based on system capacity and climate zone. Larger split system air conditioning systems typically attract higher air conditioner government rebate amounts because they deliver greater long-term energy savings.

Reform Timeline and Regulatory Triggers

1 August 2024 Specification Update

The VEU Specifications (Version 17) came into effect on 1 August 2024. The update included amended guidance and registry changes for the water heating, space heating, and cooling, and cold room activities.

For cooling, this meant stricter compliance and documentation requirements in activity 6 (space heating and cooling). 

Early 2025 Changes to Warranty and Eligibility Rules

From 31 March 2025, updated warranty rules under the VEU government program required longer minimum warranty periods for eligible split system heating and cooling installations. These reforms ensure rebates only apply to efficient, durable products. 

Post-1 July 2025 Legislative Adjustments

The Victorian Energy Efficiency Target Amendment (Energy Upgrades for the Future) Act 2025 took effect on 1 July 2025. It introduced reforms to project-based activities and clarified space heating and cooling upgrades. In June 2025, updates to Measurement & Verification (M&V) and benchmark rating specifications for project-based activities also took effect.

Recent ESC Program Update Notices

The ESC issued further updates in September and October 2025. These included amended accreditation forms, revisions to registered product guides, and clarifications to installation eligibility. In August 2025, the ESC published new VEU Specifications (version 21.0) covering, among others, commercial and industrial solar activities.

Key Cooling Rebate Reforms Under ESC Oversight

Stricter Warranty Requirements

Eligible split system air conditioning systems must now include extended warranties to qualify for the air conditioner government rebate. 

Improved Decommissioning Rules

Installers must document the removal of old units, ensuring that every split system heating and cooling installation delivers genuine efficiency improvements. 

Revised Eligibility Definitions

The VEU government program tightened what qualifies as an eligible upgrade, focusing rebates on systems that meet higher energy efficiency ratings.  

Higher Technical Standards

Cooling products must meet tighter efficiency and performance thresholds. The ESC adjusts benchmarks periodically, affecting which models qualify for incentives. 

Enhanced Documentation

Installers must supply more rigorous evidence: time-stamped photos, geo-tagging, compliance certificates, and registry declarations. 

Upfront Discount Model (Not Post-Rebate)

Rather than being reimbursed later, the incentive is applied at the point of sale through accredited providers. This shift is consistent with the recent ESC direction.

Extension of Program Lifespan

The ESC and Victorian Government extended the VEU rebate program through 2045. This gives long-term stability for rebate planning.
